I have a 7month old male shi-chi who sprinkles(urinates) when u touch or rub him. Is this a nervous condition?

When he gets ready to go outside he sprinkles a little at the door. Then once back inside he does it when you rub him, pick him up, try to put on or take off his collar. Other than that he knows not to go in the house. How can I prevent this?
