In Canadian Law, why are monetary loss caused by Fraud/Scams not covered under Restitution Orders?

I'v read on the Justice Departments own Website, that Restitution is not covered where there is Monetary Loss but there is when there is Damage to Belongings. I want to know why??? That is probably the dumbest thing I have ever read.
