Name of Old Nickelodeon Show?

for those who were born before the 2000s you might remember this show that use to come on Nickelodeon. I am having a hard time remembering what the show was called. All I remember was that it featured two characters. one was a girl with blue hair and the other was a black boy with green hair. They were cartoons ( it wasn't doug). The show was kind of like in a comic and one of their names was Judy or something that started with Ju- I think. they would have a segment that featured these toy superhereos. That is all I can remember. Does anyone know what I'm talking about?
